LTC (Leave Travel Concession) 

1. Eligibility

LTC is a statutory welfare facility allowing Central Government employees and their families to travel on leave with reimbursement, governed by strict block rules, entitlement conditions, and audit-oriented procedures.
  • A Central Government employee becomes eligible for LTC after completion of 1 year of continuous service.

  • Unauthorized absence treated as break in service affects eligibility unless condoned.

  • Employees under suspension cannot avail LTC, but family members can.

2. LTC Block Years

  • Current LTC Block: 2022–2025

  • Divided into two sub-blocks:

    • 2022–2023

    • 2024–2025

  • Carry forward:
    Unavailed LTC of a block can be availed in the first year of next block only.

3. Types of LTC

(a) Home Town LTC

  • Admissible once in each 2-year sub-block

  • Not admissible if Headquarters and Home Town are the same

  • Distance does not matter

(b) All India (Anywhere in India) LTC

  • Admissible once in a 4-year block

  • Taken in lieu of one Home Town LTC

4. Family Definition (Very Important)

Included:

  • Spouse

  • Two eldest surviving unmarried children (including adopted/stepchildren)

  • Dependent parents / step-parents

  • Dependent unmarried / divorced / widowed sisters

  • Divorced / widowed dependent daughters

Dependency rule:
Income from all sources ≤ ₹9,000 + DA per month.

Not included:

  • Parents-in-law

  • Married children

  • Grandparents

  • Children of sisters/daughters

5. Fresh Recruits

  • After 1 year of service, fresh recruits are eligible for 8 LTCs in first 8 years:

    • 6 Home Town LTCs

    • 2 All India LTCs

  • No carry forward allowed for fresh recruits.

  • After 8 years → treated like normal employees.

6. Travel Entitlement

  • Rail / Road / Air as per pay level.

  • Air travel:

    • Allowed only if entitled

    • Tickets must be booked through authorised agencies:

      • Balmer Lawrie

      • Ashok Travels

      • IRCTC

  • Premium trains (Vande Bharat, Tejas, Rajdhani, Shatabdi) allowed.

7. Special LTC by Air (NER / J&K / Ladakh / A&N)

  • Valid till 25 September 2026

  • One Home Town LTC can be converted

  • Even non-air-entitled employees can travel by air (with fare limits)

  • Direct air travel permitted under conditions

8. Leave & Leave Encashment

  • LTC can be availed during any type of leave (CL, EL, CCL etc.)

  • Leave encashment allowed even if:

    • Employee does not travel

    • Claim is NIL

  • Application must be made before journey

9. Advance & Claims

  • Advance up to 90% of fare admissible

  • Claim submission:

    • Within 1 month (if advance taken)

    • Within 3 months (if no advance)

  • Delay may lead to forfeiture or penal interest

10. Important Restrictions

  • No Daily Allowance (DA) on LTC

  • Local conveyance not reimbursable

  • Misuse leads to disciplinary action and LTC ban
