 Central Govt Reservation Rules 

1. Types of Reservation

(A) Vertical Reservation

Applies category-wise:

  • SC (Scheduled Castes) – 15%

  • ST (Scheduled Tribes) – 7.5%

  • OBC (Non-Creamy Layer) – 27%

  • EWS (Economically Weaker Sections) – 10%

👉 Total reservation generally cannot exceed 50%.

(B) Horizontal Reservation

Cuts across all categories:

  • Persons with Benchmark Disabilities (PwBD) – 4%

  • Ex-Servicemen

  • Meritorious Sportspersons

Candidates are adjusted in their respective vertical category (SC/ST/OBC/UR).

2. Reservation in Direct Recruitment

3. Reservation in Promotion

  • SC/ST reservation is applicable in promotion

  • Percentages:

    • SC – 15%

    • ST – 7.5%

  • Applies to:

    • Promotion by selection

    • Seniority-cum-fitness

    • LDCE

  • OBC & EWS: No reservation in promotion

Conditions:

  • Quantifiable data on inadequacy of representation

  • Cadre-wise analysis

  • Maintenance of roster

  • Administrative efficiency ensured

4. Post-Based Reservation Roster

  • 200-point roster – All India open competition

  • 120-point roster – Other than open competition

  • 100-point roster – PwBD

  • Operated on replacement principle, not running account

  • Separate roster for:

    • Direct recruitment

    • Promotion

    • Each cadre/grade

5. Certificates & Verification

  • SC/ST/OBC/EWS/PwBD certificates must be issued by prescribed authorities

  • Appointment is provisional, subject to verification

  • False certificate → termination / dismissal

  • OBC certificate must mention Non-Creamy Layer

  • EWS income limit: below ₹8 lakh per annum

6. Relaxations & Concessions

SC / ST

  • Age relaxation: 5 years

  • Fee exemption

  • Relaxed qualifying standards (where permitted)

  • Separate interviews (in direct recruitment)

OBC

  • Age relaxation: 3 years

  • No fee exemption unless specified

EWS

  • No age relaxation (unless UR relaxation applies)

  • No carry forward of unfilled vacancies

7. Important Principles

  • Meritorious SC/ST/OBC/EWS candidates selected on own merit are adjusted against UR

  • Such candidates retain their category status for future benefits

  • Reservation does not apply to:

    • Certain scientific/technical posts

    • Temporary appointments < 45 days

    • Some deputation posts
