A. General Principles

  • Leave is not a right; sanctioning authority may refuse/revoke leave but cannot change the kind applied for.

  • EL should not ordinarily be denied during the last 10 years of service.

  • Conversion of leave (e.g., EOL → HPL/EL; EL → Commuted Leave) allowed on request, within 30 days of return; not after quitting service.

  • Maximum continuous leave: 5 years (beyond this requires President’s sanction).

  • Taking employment elsewhere during leave needs prior approval.

  • Overstayal: debited to HPL, excess as EOL; no leave salary, no increment/pension count for overstayal.

  • Wilful absence after leavedisciplinary action.

B. Earned Leave (EL)

  • Credit: 15 days on 1 Jan + 15 days on 1 Jul.

  • Max accumulation: 300 days.

  • At a time: up to 180 days
    Exceptions:

    • Up to 300 days for Leave Preparatory to Retirement (LPR)

    • Group A/B officers: >180 days if excess spent abroad (specified countries excluded).

  • Joining time unavailed (up to 15 days) may be credited to EL (within 300-day cap).

C. Half Pay Leave (HPL)

  • Credit: 10 days on 1 Jan + 10 days on 1 Jul.

  • Can be taken with or without Medical Certificate.

  • Leave salary: Half pay.

D. Commuted Leave

  • On MC: up to ½ of HPL due.

  • Debit: Double the days from HPL.

  • Without MC (limited cases):

    • 90 days for approved study (entire service)

    • 60 days in continuation of maternity/adoption cases.

  • Not allowed as LPR.

E. Leave Not Due (LND)

  • Granted when no HPL available.

  • Medical grounds (with exceptions for maternity/adoption).

  • Maximum: 360 days in entire service.

  • Debited against future HPL.

  • Not allowed as LPR.

F. Extraordinary Leave (EOL)

  • When no other leave is admissible or employee opts for it.

  • Without pay.

  • Counts for service only if specifically ordered.

  • Used to regularize unauthorized absence.

  • Subject to 5-year continuous limit.

G. Maternity / Paternity / Child-Related Leave

Maternity Leave

  • 180 days, full pay, <2 surviving children.

  • 45 days for miscarriage/abortion (entire service).

  • Counts for increments & pension.

Paternity Leave

  • 15 days, full pay, <2 children.

  • Must be availed within 6 months of event.

Child Care Leave (CCL)

  • 730 days (women & single male parents).

  • Pay:

    • First 365 days – 100%

    • Next 365 days – 80%

  • Max spells: 3 per year (6 for single women).

  • Not during probation ordinarily.

  • Can be combined with other leave; not debited to leave account.

H. Work Related Illness & Injury Leave (WRIIL)

  • For illness/injury attributable to duty.

  • Full pay during hospitalization.

  • After discharge:

    • 6 months full pay

    • 12 months half pay (commutable).

  • No EL/HPL credited during WRIIL.

I. Study Leave

  • After 5 years’ service.

  • Max: 24 months (36 months for CHS officers).

  • Not debited to leave account.

  • Requires bond; resignation within 3 yearsrecovery.

J. Casual Leave (CL)

  • Not a regular leave; treated as duty.

  • 8 days/year (10 where 17 holidays not applicable).

  • Half-day CL allowed.

  • Cannot be combined with EL/HPL.

  • Late attendance → Half-day CL debit.

K. Special Casual Leave (SCL)

Granted for:

  • Sports / cultural events

  • Family planning operations

  • Union/association work

  • Elections (voting day)

  • Blood/organ donation (Organ donation: up to 42 days)

  • Natural calamities

  • Disability-related conferences
