A. Do’s (Rule 3 – What a Government Servant MUST do)
Maintain absolute integrity and devotion to duty
Be impartial, independent, and politically neutral
Maintain decency in private life
Render prompt & courteous service to the public
Report arrest/conviction to the competent authority
Avoid habitual indebtedness
Follow Government policies & lawful orders
Maintain confidentiality of official information
Act in public interest only
Uphold Constitution, sovereignty, integrity of India
Maintain transparency, accountability & professionalism
Declare conflict of interest, if any
Use public resources efficiently & economically
No discrimination; fairness to weaker sections
Follow RTI Act, 2005 in good faithconduct rule
B. Don’ts (Prohibited Acts)
❌ No joint representations
❌ No acts unbecoming of a Govt servant
❌ No discourtesy, dishonesty, or delay with public
❌ No illegal strike or banned organisations
❌ No political demonstrations or influence
❌ No unauthorized disclosure of official information
❌ No foreign correspondence without permission
❌ No lavish hospitality or foreign gifts
❌ No dowry (giving or taking)
❌ No private consultancy or insurance canvassing
❌ No speculative investments
❌ No intoxication on duty or in public
❌ No sexual harassment
❌ No child labour (below 14 years)
❌ No misuse of official position for personal/family gainconduct rule
C. Acts Amounting to Misconduct
Misconduct includes:
Acts prejudicial to Govt interest
Insubordination / disobedience
Negligence (habitual or serious)
Dishonesty, fraud, theft
Strike, gherao, picketing
Riotous or disorderly behaviour
Gross immoral conduct
Acts making it unsafe to retain the employee
